The incident took place around 3 p.m., Wednesday, Jan. 11 on Lafayette Ave. in East Hartford.
East Hartford police responded to the home and found that Luis Toro-Vargas, age unknown, had shot a woman and that two juveniles were also inside the residence, said East Hartford Officer Marc Caruso.
During the incident, patrol units made contact with Toro-Vargas over the phone and successfully negotiated him out of the home. He was taken into custody without incident, Caruso said.
Caruso said neither juvenile was harmed. A firearm was recovered at the scene.
Patrol officers, along with the East Hartford Fire Department provided immediate lifesaving medical assistance to the woman prior to being transported to the hospital by ASM.
The victim sustained a gunshot wound to the sternum.
"As of this morning, the victim is stable and alert," Caruso said.
Toro-Vargas was charged with:
- Criminal attempt to commit murder
- Kidnapping with a firearm
- Risk of injury to a minor
- Threatening
- Criminal mischief
He is currently in custody and being held on a 1-million-dollar bond.
